K Y R G Y Z S T A N Kyrgyzstan, one of the five newly independent former Soviet states in Central Asia, is comprised of the mountains and valleys of the Tien Shan. It covers 198,500 square kilometers of area; its neighbours are China to the east, and Kazakhstan, Uzbekistan, and Tajikistan to the north, west, and south. The climate in Kyrgyzstan ranges from dry continental to polar in the Tien Shan mountains, to subtropical in the southwest. Kyrgyzstan's economy is heavily agricultural, space-cut with cotton and tobacco in the south, grain in the north, and sheep and goat raising on mountain pastures. Its small and obsolescent industrial sector, concentrated around the capital, Bishkek, has traditionally relied on Russia and other CIS countries for customers and industrial inputs, including most of its fuel. Since 1990, the economy has contracted by almost 50% as subsidies from Moscow vanished and trade links with other former Soviet republics eroded. At the same time, the Kyrgyz government stuck to tight monetary and fiscal policies in 1994 that succeeded in reducing inflation from 23% per month in 1993 to 5.4% per month in 1994. Kyrgyzstan has drastically reduced state controls over the economy, but restructuring has proved to be a slow process. Government: The president of Kyrgyzstan, Askar Akaev, has served as administrative head since 1990. Capital - Bishkek. The legislative branch is bicameral, with a 35-member house and 70-member house. The country is divided into six administrative regions, called oblasts.
